He graduated from the Universidad de la Sábana with a Master's degree in Commercial and Maritime Law from Tulane University in New Orleans, USA. He holds diplomas in State Contracting and Public Law from the Universidad Javeriana. He is a registered mediator with the Chamber of Commerce of Cartagena de Indias. He is a graduate advisor for postgraduate programs at the Universidad San Buenaventura. He has extensive experience in both the public and private sectors.
